This is in regard to your talk on Responsive Bureaucracy in Fergusson College on 18th December.
After the session ,we discussed briefly the possibility of conducting Quick surveys in academic institutions.
The faculty and myself are interested in knowing the methodology and past experience from you.

Dear shri kandalgaonkar,
Thanks for your email. Yes, this is a very doable and much-needed
task. I will like to associate with this. We can have a meaningful
outcome that will also prove as a guideline for govt.
This can be taken up by students taking courses in BSW, MSW,
Economics, Public Administration, Sociology, Rural Development,
Political Science and Statitics.So I would like to know if the college
has a syllabus under any of these subjects to deal with this issue. If
it is there, I would like to see it for reference, if not we may form
a small group to develop a 2 month syllabus which will have 1 week
for 5 pre-survey lectures, then the survey over 4 weeks, then 2 weeks
for 10 post-survey presentation-cum-lecture sessions, and finally 1
week for presentation to govt. officials.
Simultaneously, We should also pick up one subject in which to start
the quick-survey methodology. There can be hundreds of surveys, but
let us take up
"Status of Dombari families in Haveli and Junnar taluka of Pune district."
You may also need a small budget provision and hence a small
discussion session to decide that aspect.
If this much is circulated and discussed among interested staff, and
you let me know your next thinking, then we can discuss further
issues.
I am most likely in pune from 1st to 17th jan.

Thanks for your prompt and detailed reply. I would discuss it with my faculty colleagues who are from diverse disciples, like Marketing, economics, HR and Operations. The common point for the group is the focus on real issues in our context and its implication on improving management and administration.

Note on conversation with Ms. Leena Mehendale.
As per our discussion in faculty meeting I had proposed following four topics for the concurrent project.
1) To study the functioning of self help group (Mahila Bachat Gat)
2) To conduct a survey to know the opinion of people about Metro Train in
Pune city.
3) To study the problems faced by the PMT Bus drivers.
4) To study the problems faced by Traffic Police.
Out of the four topics suggested, Ms. Mehendale has recommended the following topic for the Survey.
“Study of the problems faced by the PMPML Bus drivers”.
- Procedure to conduct the survey.
- To set a questionnaire with not more than 20 questions.
- To list five major problems faced by PMPML bus drivers. The first ten questions will be based on these problems to explore the expectations of drivers from management to solve these problems. Other ten questions will be based on minor problems faced by drivers.
- To contact the PMPML Bus driver union leaders for understanding the problems faced by bus drivers and to give a practical touch to the questionnaire.
- The survey would cover maximum 200 bus drivers.
- Each student would conduct interviews of 20 bus drivers (max.)
- This project work can be evaluated in the following way.
- To prepare questionnaire – Max. 20 marks
- To conduct survey as per questionnaire – Max. 50 marks
- To derive conclusions and suggestions – Max. 30 marks
These conclusions can be presented to concerned authorities of PMPML.
Ms. Mehendale suggested that some academic weightage (marks or grade) would be given to the project for motivating the participant students.

Last two months we were busy with AICTE and the students were engaged in exam. At present we have prepared a questionnaire. But to refine it we would require some time. After refining it we would proceed for survey process.

Dear shri Kandalgaonkar and shri shivane.
First of all I congratulate you for this experiment on quick-survey methodology that needs to be developed as a desirable and usable skill among college-students.
I must also state my apology for not being able to attend the presentation that the college has organised today. I am required to attend to some urgent matters in Mumbai and hence the inability.
QST (Quick Survey Technique) is a powerful tool much needed in our country for mid-term appraisals of various govt schemes, that are so important for the propoer functioning of our democracy. I am sure that students who have participated in this survey would get a different insight on assessing problems and solutions in the implementation. For example here we find that most drivers are not getting proper rest -- then if they cause accident, the safety of passengers is compromised. This definitely gives a new perspective to the students. They learn to look at the human side of various problems.
I am sure the college will be able to evelve a short-term syllabus (say 3 month) and offer that as an extra course for the regular students as well as an in service training for those handling statistics, social schemes, and for NGOs too.
I wish all the success to you for future schemes too and let me express once again my desire to remain associated with your department in these endevours.

We have conducted a quick survey of around 200 PMPML bus drivers. 42 students from PGDM I took part in the survey.
We would do the analysis in the next fifteen days. I would let you know the further progress.
I express thanks on behalf of IMDR for your constant encouragement in the process.
Please find attached questionnaires drafted in marathi & hindi. As most of the students are from Hindi background the questionnaire was prepared in Hindi & Marathi.
Also pl. find attached background note.
The questionnaire was designed under the guidance of Dr. Kandalgaonkar Sir. My faculty colleagues also gave valuable suggestions.

New Note on Quick survey of PMPML bus drivers
Day by day transportation is becoming difficult in Pune city. Public transport service has been neglected and there is an unprecedented growth in private vehicles. There is a need to strengthen public transport service. Therefore from social point of view we have decided to conduct a survey of PMPML bus drivers.
Numbers of news items are published in various newspapers regarding the PMPML bus service. Most of the news describes the complaints of passengers about the bus failure or bus accident. At the first instance passengers blame the bus drivers. They become angry and sometimes they beat the bus driver. Nobody goes into the root cause analysis of bus accident or bus failure. Even the news reporters always give news from the point of view of passengers. We would like to study the other side of the coin. Therefore we would conduct a survey of bus drivers to know their views about the bus driving, roads, traffic, their working conditions etc. The rationale of the survey is purely academic.
The findings of the survey would be shared with management of PMPML.

200 drivers is a large number capable of creating impact and getting other drivers also interested. It will be great to share this with authorities by holding a half-day seminar for students, faculty and some members of PMPML.
